About Solidar Suisse
Solidar Suisse has operated in Ukraine since 2022, supporting vulnerable populations through integrated protection, shelter/NFI, and localization initiatives. The Country Office is now entering a phase of institutional consolidation, focusing on professionalization, strategic alignment with national priorities, and direct capacity support to local civil society and state service providers.Purpose of the Position
To lead and coordinate the technical and operational aspects of Solidar Suisse’s humanitarian and early recovery programming in Ukraine, ensuring program quality, donor compliance, and national relevance. The PM/TL will serve as the main technical authority and operational deputy to the Country Representative, bridging strategy, program design, and field implementation.
Key Responsabilities (by % of Effort)
A. Strategic Planning and Leadership – 25%
- Support the Country Representative in finalizing and implementing the Country Strategy 2025–2028, ensuring alignment with donor priorities, national action plans, and cluster strategies.
- Lead the design of the CO Master Logframe and Program Theory of Change, embedding localization and sustainability.
- Act as focal point for cross-sectoral integration (Protection, Shelter/NFI, WASH, Cash-for-Protection, and Economic Inclusion).
- Ensure all interventions are consistent with international humanitarian law, protection standards, and human rights frameworks.
B. Program Development, Design, and Resource Mobilization – 25%
- Co-lead proposal development and donor engagement with the Country Representative, including concept notes, budgets, and logical frameworks.
- Lead on program budgeting and activity-based financial planning, ensuring alignment with donor requirements and internal cost ceilings.
- Liaise with clusters, ministries, and key partners to ensure proposals reflect context analysis and coordination frameworks (e.g., UHF, UN Women, GFFO, CDS).
- Integrate localization principles — equitable partnerships, transfer of skills, and capacity development — in every project design.
C. Program Quality, Compliance, and Technical Oversight – 25%
- Oversee implementation quality of all active projects, ensuring coherence with Solidar Suisse SoPs and donor standards.
- Lead the revision and integration of program protocols (Protection Case Management, Shelter/NFI standards, Cash for Protection, GBV, MHPSS, WASH).
- Ensure the MEAL system provides evidence-based data feeding into adaptive management and donor reporting.
- Together with MEAL, develop a Consolidated Partner Master Logframe (by Q1 deliverable).
- Lead the standardization of partnership tools, templates, and SoPs for consistent implementation.
D. Capacity Building, Localization, and Partner Support – 15%
- Oversee program staff capacity-building plans, ensuring each function has clear technical development goals.
- Co-design and supervise the Institutional Capacity Building Framework for partners, including local NGOs and state service providers (veteran hubs, social protection units).
- Ensure effective transfer of knowledge, mentoring, and skills between Solidar Suisse and its partners as part of sustainability planning.
- Embed localization indicators into CO strategy and project performance frameworks.
E. Coordination, Representation, and External Engagement – 5%
- Represent Solidar Suisse in national and oblast-level cluster coordination meetings (Protection, Shelter/NFI, Localization, Early Recovery).
- Support advocacy efforts related to protection of civilians, gender equality, and inclusion in recovery efforts.
- Maintain constructive relationships with ministries (MoVA, MSP, MoH), donors, and coordination platforms.
F. Management, Reporting, and Compliance – 5%
- Supervise the technical and field teams, ensuring clear objectives and performance monitoring.
- Review and consolidate quarterly narrative and financial reports before CD submission.
- Ensure adherence to internal control systems, safeguarding, and code of conduct standards.

Profile Requirements & Core Competencies
- Advanced degree in International Development, Social Sciences, or related field.
- Minimum 7 years of experience in humanitarian or early recovery programming, including 3+ years in managerial or technical coordination roles.
- Proven experience in Protection, Shelter/NFI, or multisectoral programming in conflict or post-conflict settings.
- Demonstrated understanding of localization, partnership strengthening, and institutional capacity building.
- Strong financial literacy; experience managing budgets ≥ 1M USD.
- Familiarity with cluster coordination mechanisms and donor frameworks (OCHA, UN Women, GFFO, ECHO, etc.).
- Excellent leadership, negotiation, and mentoring skills.
- Fluent in English and Ukrainian, both written and spoken.
